Cost per use - what does it mean?

Cost per use refers to the 2007 subscription price of the journal divided by the number of times a journal article is downloaded in either PDF or HTML format during 2007.  In addition, this table shows publisher, cost per use, cost per page, and impact factor for each journal title. The last title is published by a society and shown for comparison.
